Here are the points of interest for a general manager. It would be great if, when possible, everything could be with both id numbers and names, for error correction.

  1. Trades. The auto-manager will never make any trades. Trades are allowed except from day 35 of a season to the end of the playoffs for that season, although trades are allowed for the next season after the regular season is over. All trades must be done via the webtool, and will be executed immediately following the next games after both owners have confirmed (or, during the offseason, at 4 and 4 Pacific). For trades affecting the major league roster, you will most certainly want to log in during the next 12-hour period to fix your instructions.
  2. Scouting reports. You will get one mailed when the draft pool is generated. You may not share any information in the scouting report with anyone at all before the draft, and sharing info after the draft is highly discouraged except perhaps in implicit form.
  3. Draft. The auto-manager will auto-draft based on your scouting report. You may also submit moderately detailed instructions you want, or attend the draft live (currently done over gchat). Everyone is encouraged to attend live -- it makes my job easier. In the event that a player is not in the draft room, the pick will default to their auto-manager or, if submitted, instructions. Instructions are human-read, so can be fairly arbitrary as long as they are absolutely unambiguous and not totally hopelessly complicated. Ambiguous instructions will be random rolled or overridden by the automanager. Here are some examples of acceptable instructions:
Do what the auto-manager says, except that if I haven't drafted a second baseman by round 3, take a
second baseman off of this list:
    15
    16
    20

    Or:
Draft highest available off this list:
    4
    16
    17
    ...

    Or:
First round, draft highest available off this list:
    4
    16
    17
    ...

Second round, if I took a pitcher off the list, take highest available position player off auto-manager; if
I took a hitter, take highest available pitcher off auto-manager.

You can't reference your scouting report when submitting draft instructions, since I can't see your scouting report. Similarly, it is nonsensical to mention "best" (though I'll usually interpret that as a reference to the auto-manager's sorting.) However, you can refer to the auto-manager order. The auto-manager at this point is an algorithm taking into account positional need, scouting report OPS, and defense, which is supposed to be a reasonable proxy for a sensible if naive human.
  4. Position/pitcher role changes: These can be submitted at any time before aging (typically the evening following day 50), and take effect once a season immediately preceding aging.
  5. Post-ST roster decisions: You'll need to waive players to get down to 26, then assign 5 players to the minors to get down to 21. You can have any number of hitters (at least 9) and pitchers on your roster.
  6. Lineup, backups, starting rotation, relief depth chart: see manager page.
